About the Bureau
Certified Payroll Bureau is an independent private service that administers certified payroll workflows for United States public-works contractors.
Purpose
Why the Bureau exists
Certified Payroll Bureau was established to provide focused payroll-compliance operations for contractors performing public works.
Public-works payroll carries obligations that ordinary payroll processing does not address. Wage schedules change during a project. Classifications must correspond to the work actually performed. Supplements must be accounted for correctly. Records must be prepared in a specific form, submitted on a required schedule, corrected when payroll changes, and retained.
For most contractors that work falls to payroll staff already responsible for running payroll. The Bureau's operating model is built specifically around certified payroll administration rather than general-purpose payroll processing.
Operating Model
A service, not a software product
Contractors engage the Bureau for the completed compliance operation rather than a software platform.
The Bureau operates the workflow
Certified payroll administration is performed as a service. There is no platform for the contractor's staff to learn, configure or maintain.
Existing payroll is retained
The contractor's payroll system, payroll staff and payroll approval process are unchanged. Standard payroll, time and project exports are accepted.
Technology is internal
Technology is used internally to improve consistency, traceability and processing efficiency. It is an operating method, not the product being purchased.

Where
Operating markets
New York is the Bureau's first operating market, with particular focus on New York State and municipal public works contracts under Article 8.
Federal Davis-Bacon certified payroll administration is supported for federally funded and federally assisted construction contracts.
Additional state jurisdictions are in development. Service availability in a given jurisdiction is confirmed in writing before engagement. The Bureau does not represent that it supports a jurisdiction it does not currently operate in.

Certified Payroll Bureau is an independent private compliance service. It is not affiliated with, endorsed by, or operated by the United States Department of Labor, the New York State Department of Labor, the State of New York, or any other government agency.
The word “Bureau” is part of a private business name. It does not indicate a public office, a public agency or any delegated government authority.
Certified Payroll Bureau does not issue determinations, does not grant approvals, does not enforce prevailing wage requirements and does not act on behalf of any agency. Enforcement authority rests solely with the relevant government bodies.
